Glowing Images

Step 1- Get your image, I will be using this one of Jessica Simpson



Step 2- Right click on the layer, and go to Duplicate



It will then look like this


Step 3- Now on the top layer go to Filters > Blur > Gaussian Blur > 2.8



Step 4- Now change the opacity of the image to about 50% or whatever you like.
